A child abuse complaint in Kentucky leads to the arrest of a Portsmouth man on felony charges.

Scioto County Sheriff Marty Donini said his office was contacted by Scioto County Children’s Services Wednesday, regarding a report from the Fleming County Sheriff’s Office in Kentucky.

The report stated that a 2-year-old child was being treated at a Kentucky hospital for injuries that appeared to be child abuse.

According to Donini, the child sustained injuries to her back, thighs, legs, buttocks and face.  The injuries are believed to be caused by the metal handle of a fly swatter.

Donini said the suspect, Kelly Black, 22, of Portsmouth, stated he would respond to the Scioto County sheriff’s Office for questioning Friday, which resulted in his arrest.

Black was charged with one count of felonious assault, a second-degree felony and one count of child endangering, a third-degree feony.

Black is being held on a $70,000 bond and will appear in Portsmouth Municipal Court Monday.

Donini said anyone with information concerning this case should contact Detective Jodi Conkel at 740-351-1091.
