School districts and teachers would get a one-year reprieve from funding or job sanctions related to Ohio's new learning and teacher-evaluation standards under a package of sweeping education changes being proposed in the state Senate.

Revisions being introduced Tuesday to a midterm budget proposal introduced by Republican Gov. John Kasich also guarantee local control over the curriculum, textbooks and course materials used in Ohio classrooms. That proposal, still several steps from approval, aims to address community concern as Ohio phases in multi-state Common Core learning standards.

Among other education-related changes is a measure establishing seven-member academic standards review committees in English, social studies, science and math empowered to review tests administered around the state, plus answers. Another proposal limits collection and dissemination of certain data about students.
